Ebenezer Cottage Care is a licensed and credentialed provider of Tennessee 1915(c) Waiver and ECF CHOICES services, serving Knoxville and the surrounding East Tennessee communities. We specialize in delivering person-centered supports to adults with intellectual and developmental disabilities (IDD), helping each individual live safely, confidently, and independently in the place they call home.
Our name reflects our heart: “Ebenezer” symbolizes support and foundation, and “Cottage Care” represents the warmth, safety, and comfort we strive to create for every person we serve.

Ebenezer Cottage Care was founded by four leaders who share one commitment: compassionate, person-centered support for every individual we serve.
John Muhinda
Co-Founder & CEO
John leads Ebenezer Cottage Care’s vision and direction, making sure every service we provide reflects our commitment to dignity, safety, and person-centered support.
Innocent Rudasingwa
Co-Founder & President
Innocent oversees the agency’s operations and partnerships, working closely with Support Coordinators, MCOs, and families so every individual receives consistent, well-coordinated care.
Mireille Rudasingwa
Co-Founder & Managing Director
Mireille leads day-to-day service delivery, supporting our staff and making sure each person’s support plan is followed with care and consistency.
JeanBosco Rudasingwa
Co-Founder & Director of Human Resources
JeanBosco leads recruiting, training, and support for our Direct Support Professionals, building a caring, well-prepared team that families can trust.
